According to a senior Russian lawmaker, Alexander Khinshtein, the speed reduction is a direct consequence of Google‘s failure to upgrade its equipment in Russia and its refusal to comply with Russian content moderation demands. Russia’s communications regulator, Roskomnadzor, has also accused Google of neglecting its Russian infrastructure, allowing its local subsidiary to go bankrupt. This, in turn, has hindered the company’s ability to pay for local data center services.
Google’s decision to block channels associated with Russian state-funded media in March 2022, citing its policy on violent events, has further exacerbated tensions between the two countries. Russia has responded with various measures, including blocking and slowing down other social media platforms.
Despite these actions, many Russians continue to access blocked content through virtual private networks (VPNs).
